The Defense Logistics Agency’s Support Team Victory met with representatives from Area Support Group Black Sea and U.S. Army Garrison Black Sea at Mihail Kogălniceanu Airbase near Constanța, Romania, Oct. 1-2.
DLA Europe & Africa established DLA Support Team Victory with members of the agency’s military and civilian workforce across the organization’s major subordinate commands and Headquarters offices to provide essential logistics support to all units in the U.S. Army’s Victory Corps area of responsibility throughout Romania, Bulgaria and the Balkans.

John O’Donnell, emphasizing that all civilian DST deployers are volunteers committed to supporting DLA’s mission.
O’Donnell described Mihail Kogălniceanu Airbase a vital installation that serves as a hub for military operations involving both Romanian and NATO forces.
“My visit was more than just a routine engagement; it included key leader discussions with representatives from Area Support Group Black Sea and U.S. Army Garrison Black Sea, as well as meetings with logistics personnel who are instrumental in executing supply operations,” O’Donnell said.
O’Donnell said that a highlight of the visit was the opportunity to recognize the achievements of a teammate on behalf of DLA Europe & Africa Commander Army Col. Adrian Sullivan.

With an impressive 16 deployments in support of DLA’s mission, this marks his fourth deployment to Romania.”
Meadows serves as both a liaison officer and warfighter support representative, delivering face-to-face customer service as part of DST Victory. His responsibilities include representing DLA at weekly battalion-level readiness meetings, providing technical expertise, updating equipment status reports and escorting DLA fuel trucks.
Meadows’ tireless dedication and outstanding logistics skills have significantly enhanced operational success, O’Donnell said.
“Throughout my discussions, it was evident that he is held in high regard by his colleagues, recognized as a consummate professional and an exemplary representative of DLA,” O’Donnell said. “Acknowledging his commitment not only celebrates his individual achievements but also reinforces the values of teamwork and excellence within our agency. His extensive experience and insights have proven invaluable in our logistics discussions.”
O’Donnell noted that the MKAB visit reaffirmed the critical role logistics plays in military success and underscored the importance of ongoing collaboration with DLA’s partners, as well as the role of dedicate professionals like Meadows to inspire confidence in shared missions and future cooperation.
